Masetlaoka Scott Wilson (MSW) was commissioned by the Department of Transport, Roads and Community Safety (DTRCS) in the North WestProvince to carry out Consultancy Services for the Technical Audit Into Expenditure on the Roads Capital Experience for 2005/06 and 2006/06 fiscal years and carried out the 6 month consultancy in Mafikeng.
The overall objective of this Consultancy Service for the Technical Audit into the Capex Programme was to assess if the procurement and implementation processes followed for the project contracts were consistent with the pertinent provincial Standards and satisfied the Department’s principles of efficiency, transparency, and accountability. The assignment includes identification of any serious deficiencies and malpractices and will make recommendations on corrective measures that the Department may implement in order to remedy the past mistakes and improve services delivery in future.
The consultancy scope covered projects whose total value of R385 M and involved the collation of data, desk duties and physical inspections of road projects under review.
