Short Job Description
Seeking individual experienced in coordinating and managing major diverse public/private civil engineering construction projects including roads, water treatment and supply and town ship infrastructure. Candidate must possess experience and knowledge of construction means and methods, along with material testing and contact management systems under the GCC contract.

ROLE: technical advisor (roads & civil eng
based at: NELSPRUIT
Key responsibilities/accountabilities of the role
· Assist in preparing strategic interventions, roads maintenance responsibilities;
· Assist in preparing Annual Roads Maintenance Planning & Budgets
· Optimize the use of available funds, personnel, facilities, and equipment through effective maintenance management
methods.
· Determine the unfunded maintenance backlog
· Establish Regional maintenance project priorities.
· Monitor and document corrective actions, project expenditures, and accomplishments;
· Assist in Technical Research and evaluation on latest appropriate materials, plant and equipment, operational
interventions, systems and processes to meet requirements, applying knowledge of sounds engineering principles;
· Operations Analysis — Analyzing cost benefit options for roads maintenance management and operations;
· Deploy appropriate software tools to assist in analysis;
· Quality Control to improve performance of roads maintenance interventions
· Construction Administration, ad hoc payment checking, and monitoring effectiveness of term contractors;
· Ad hoc inspections of roads an d report back
· Recommendations for improving roads maintenance planning and intervention systems
· Recommendations for any required design interventions (Emergency and Upgrading Works)
· Liaison with other departments and other engineering technical assistance support
· Preparation of Reports, Taking meeting minutes, Project file maintenance and document issue
· Review of construction drawings for construction correctness and coordination
· Ad hoc monthly independent measurement of works and monitoring preparation of certificates
· Assisting with inputs/outputs to RAMS system and GIS mapping system
· Recommendations on coordination of claims process and notification of potential claims
· Assisting with As built drawing management
· Compliance with QMS and recommendations for improvement.
· Recommendations and monitoring of interventions and Labour Based Construction (LIC) compliance
· Assisting and supporting in organization of and participation in seminars/ workshops,
· Assisting with Institutional Capacity Building function with capacity building, and training gap analysis
· Monitoring and advising on OSHAct, Social & Environmental interventions
Pre-requisite Knowledge, skills and experience
· Construction Contracts (GCC)
· Knowledge of construction materials, civil engineering processes, quality control, engineering costs, and other
techniques for maximizing the effective delivery of roads maintenance objectives;
· Administration — Knowledge of business principles involved in resource allocation, civil engineering methods and
coordination of people and resources.
· Documenting – procedures, processes, technical and system drawing reports.
· EPWP
· MS Office (Word, Excel, MS Project, Powerpoint)
· Basic AUTOCAD
· Qualification: Higher National Diploma/B.Tech
· Experience min 15 years
· Pr. Eng/ Pr.Tech
· Excellent written and spoken English.
